
The Anambra State Government has cleared the Governor’s Security Adviser, Ken Emeakayi, of allegations made by legal scholar Prof. Chidi Odinkalu, after a fact-finding committee concluded that the claims were “false and misleading.”
The committee, chaired by the Attorney General of Anambra State, Tobechukwu Nweke, said it investigated allegations that Emeakayi had an inappropriate relationship with Mrs. Mmasi Nwangwu, wife of Chidozie Nwangwu, popularly known as Akwa Okuko, who is currently serving a prison sentence.
In its report dated 11 May 2026, the panel stated that it reviewed testimonies from Emeakayi, Mrs. Nwangwu, and legal representatives connected to Chidozie Nwangwu. It added that Prof. Odinkalu was repeatedly invited to assist the inquiry by providing evidence, disclosing his sources, or appearing before the committee either physically or virtually.
According to the committee, “several notices were issued” to Odinkalu, but he did not respond or participate in the proceedings. It further concluded that “no personal or improper relationship existed between Mr. Ken Emeakayi and Mrs. Mmasi Nwangwu,” and therefore described the allegation as “false and misleading.”

Shortly after the report was made public, Prof. Odinkalu rejected its conclusions and accused the state of attempting to shield officials from scrutiny.
In a statement posted on his verified X account, he wrote: “I am not disappointed. I will issue my response shortly.”
He later escalated his criticism, describing the committee’s work as fundamentally flawed and lacking credibility. “What the Anambra State Government has attempted to do is worse than a whitewash. It is incompetent,” he said in a series of posts reacting to the report.
Odinkalu also maintained that his position remains unchanged, insisting that the allegations he raised were based on credible information. “This amateur coverup will fail,” he wrote. “My allegations about a cabinet adviser of the Governor of Anambra State stand unimpeached.”
He further questioned the process of the investigation, referencing WhatsApp messages he said he received from an individual identifying as the Attorney General. According to him, the messages requested that he disclose his sources and provide names of individuals behind the information he shared, as well as attend meetings with the committee.
Odinkalu said he declined the invitation, describing the approach as informal and raising concerns about the legitimacy of the process. He also criticised what he described as inconsistencies in the committee’s conclusion, arguing that the report failed to properly address the substance of his allegation.
The exchange has sparked renewed debate in Anambra State over the handling of public allegations, the independence of investigative processes, and standards of accountability involving senior government officials.
The state government has not issued any further response beyond the committee’s report.
